The Gunners had been expected to renew their interest in the Ecuadorian midfielder, but they have since withdrew it in favour of focusing on trying to get Declan Rice from West Ham.
The 21-year-old will likely fetch more than £70 million, according to Brighton.
If he completes his transfer to Stamford Bridge, he would be Chelsea's first significant acquisition of the summer.
